[post_content] => One way farmers can protect themselves against losing all of their income due to bad weather is with USDA's Non-Insured Crop Disaster Assistance Program, known as NAP. NAP is administered by USDA Farm Service Agency (FSA). NAP is a voluntary program. Hli Xyooj, Senior Staff Attorney with Farmers’ Legal Action Group, will be leading a workshop on NAP and the required records that farmers must file with FSA in order to be successful in the program.

FLAG is pleased to announce the release of an updated farmers’ recordkeeping toolkit, <a href="http://www.flaginc.org/publication/recordkeeping-instructions-and-templates-for-small-scale-fruit-and-vegetable-growers-2/" target="_blank">Recordkeeping Instructions and Templates for Small-Scale Fruit and Vegetable Growers </a>containing instructions and recording templates intended to be useful to small-scale fruit and vegetable farmers to track their farm activities.
Since the release of FLAG’s first recordkeeping packet in 2012, many farmers have used our templates to record their production and business information. We recently made some changes to the monthly operating expense template to reflect how most small-scale farmers run their business. [post_content] => Significant changes have been made to USDA's Noninsured Crop Disaster Assistance Program (NAP) for the 2015 crop year. Many of these changes come from the 2014 Farm Bill while others were added by USDA as amendments to the NAP regulations and agency handbooks. <a title="NAP Changes for the 2015 Crop Year" href="http://www.flaginc.org/publication/changes-to-the-noninsured-crop-disaster-assistance-program-nap-for-the-2015-crop-year/" target="_blank">Please click here to read FLAG's overview of the changes</a>.
The most publicized NAP change for 2015 has been the addition of "buy-up coverage," that is, the opportunity for farmers to pay a premium and buy a higher level of coverage for their NAP-covered crops. As important as this new buy-up option is, there are other changes that farmers who participate in NAP should be aware of. These include the possibility of using more targeted market prices to establish a farmer's NAP coverage level and the requirement that farmers growing hand-harvested crops must notify FSA within 72 hours of a loss claim or the end of harvest. <a title="NAP Changes for the 2015 Crop Year" href="http://www.flaginc.org/publication/changes-to-the-noninsured-crop-disaster-assistance-program-nap-for-the-2015-crop-year/" target="_blank">FLAG has prepared materials providing an overview of all of the changes to NAP for the 2015 crop year.</a>

Minority and immigrant farmers are invited to participate in the 10th Annual Immigrant and Minority Farmers Conference. This two-day conference provides education and resources to small farm operators, and fosters relationships between farmers and community partners.
The conference is free to farmers. Language interpretation is available in Spanish, Hmong, Karen, Bhutanese, and Somali. The cost for other interested people is $60 for one day and $100 for both days.
The theme of the 2015 Conference is “Honoring Legacy: Farmers Moving Forward” The keynote presenter on Saturday is Bao Vang, President and CEO of Hmong American Partnership. The keynote presenter on Sunday is Bo Thao-Urabe, Social Entrepreneur and Community Builder.

The <a title="2014 Immigrant and Minority Conference Executive Summary" href="http://www.flaginc.org/wp-content/uploads/2014/03/20140312-Executive-Summary-Tilsen.pdf">9th Annual Immigrant and Minority Farmers conference</a> was held on February 1-2 in St. Paul, MN, with attendees from Minnesota, Wisconsin and Ohio. The number of registrants totaled 160 on Saturday and 137 on Sunday, of which 60 percent were immigrant and minority farmers, and the remainder being sponsors, exhibitors, presenters, interpreters and volunteers. The entire conference was simultaneously interpreted into Hmong, Spanish, Bhutanese, Nepalese and Karen.
Farmers’ Legal Action Group has been a core member of the planning committee for this conference for the past eight years. This year, FLAG Senior Staff Attorney Hli Xyooj served on the planning committee, and FLAG staff took active roles during the two-day event. Susan Stokes, Executive Director, was emcee on Sunday and presented a workshop on resources for immigrant farmers. Hli Xyooj conducted a workshop focused on basic recordkeeping for farmers, facilitated lively lunch panels for all attendees on both days, and led an open space networking session for Hmong American farmers. Jennifer Kalyuzhny, Equal Justice Works Fellow and Staff Attorney, presented a workshop about licensing. Eric Sannerud, Communications Associate, volunteered at the event.
